Question about fish filleting

I see guys filleting all the time at DFP - Nobody seems to bother with them, but I am not sure as to the official ruling.

My opinion is if there is a cleaning station on the pier than that for me would be considered ashore. As far as bridges and shorline i keep the fish whole until i get home/camp/hotel just to be safe.
